Special Note to Meeting Attendees
The County Council has been advised by the Whatcom County Prosecutor's Office that public comment on the propoesd Gateway Pacific Terminal Project during Open Session should not be allowed at this time. The Appearance of Fairness Doctrine, as codified by Chapter 42.36 RCW, prohibits ex parte communications. The Prosecutor's Office believes that comments during Open Session, outside the formal hearing process, are ex parte communications.
Individuals who want to make oral comments on this matter will be provided the opportunity to do so during the formal hearing process. In the meantime, the Council will accept written comments, which will be placed on file until the project proposal is formally before the Council for consideration. At that time, the Council will be allowed to review all information on the record.

MINUTES CONSENT
- Regular County Council for April 24, 2012
PUBLIC HEARINGS
Audience members who wish to address the council during a public hearing are asked to sign up at the back of the room before the meeting begins. The council chair will ask those who have signed up to form a line at the podium. Each speaker should state his or her name for the record and will be given three minutes to address the council. Council staff will keep track of time limits and inform speakers when they have thirty seconds left to wrap up their comments. When a large group of individuals supports the same position on an issue, we encourage the selection of one or two representatives to speak on behalf of the entire group.
- Ordinance imposing an interim moratorium on the acceptance of new applications for wind energy systems (WES) greater than 500 Kilowatts, or multiple WES per parcel with a cumulative rated output above 10 Kilowatts (AB2011-223C)
