The Executive provides for an accountable and responsive County government by ensuring efficient, effective and economical administration in accordance with the County Charter, the Washington State Constitution and other applicable federal, state and local laws, as well as County policy.

The County Executive is elected to a non-partisan, 4-year term. The powers of the Executive are set out in the Whatcom County Charter, Article 3, the Executive Branch:

  • Supervises all administrative offices and executive departments
  • Enforces all ordinances and State statutes within the County
  • Estimates quarterly and annual revenues; recommends annual budget to County Council; monitors expenses to assure budget compliance
  • Appoints members to boards and commissions
  • Responds to citizen concerns, complaints and requests, contact us
  • Represents Whatcom County at local, regional, state and federal levels

Political History

  • Elected to one four year term serving on the Lynden City Council (1990 - 1994)
  • Elected to two four year terms serving as Mayor of Lynden (2002 - 2010)
  • Previously Chaired the Whatcom Council of Governments, Small Cities Caucus, and the Growth Management Advisory Board
  • Served on boards of the Whatcom Transportation Authority, Economic Development Investment Board and the Emergency Medical Services Advisory Board.
  • Currently serving First Term as Whatcom County Executive.

Professional Background

  • From 1982 - 2010, Jack was CEO and owner of the family business called Louws Truss, Inc., specializing in manufacturing trusses for the construction industry; currently Jack and his son John (BJ) are co-owners. John is now President and handles the day-to-day operation of the business.

Marital Status

  • Married 34 years to wife Cindy, with 3 grown children
